The establishment of the “Karachi Development Trust” (KDT) to carry on the process of development and maintenance of the infrastructure in Karachi was announced by City Nazim Mustafa Kamal.
The utilisation of the fund collected under this trust would be authorised by a five member board comprised of non-controversial and non-political personalities. He also suggested the names of Justice (retd) Nasir Aslam Zahid, former State Bank of Pakistan governor Dr Ishrat Hussain and renowned surgeon Dr Adeeb Rizvi as possible trustees.
Meanwhile, Kamal also submitted the form to personally donate one thousand rupees each month in the KDT account. He added that if all the account holders in the city were to donate Rs5 in this account, then the KDT could accumulate Rs45 million per month.
Kamal made the announcement while dressing a gathering of thousands of employees of the City District Government Karachi (CDGK), its subsidiaries and the town administration. Karachi District Coordination Officer (DCO) Javed Hanif Khan, all Town and Naib-Town Nazmeen of Karachi, Executive District Officers (EDO), and heads of departments of the CDGK and the Water and Sewerage Board were also present on this occasion.
Kamal, during his hour long address, enumerated the various development projects executed in Karachi during the last four years, and mentioned the recognition of this progress on the national and international level.
He said that Karachi earns 70 per cent of the national revenue, but gets only two per cent of the total income; whereas, the payment of that two per cent, too, depends on the better financial condition of the country.
Explaining the rationale behind the establishment of the fund, the City Nazim said that owing to such circumstances, the CDGK has decided that the citizens of Karachi would themselves contribute towards the development of their city. He added that CDGK would no longer seek funds from the federal or provincial government, and the journey of progress would continue with our ‘own’ resources.
He reiterated that everyone who lives in Karachi could donate at least Rs5 monthly or more, depositing it in the account of the KDT, which would be utilised only under the supervision of the five non-political, non-controversial, respected and well known persons of the city.
Elaborating on the plan, Kamal said that in the first phase, a total of 125,000 employees of the CDGK and its subsidiary organisations would donate Rs5 monthly as a voluntary donation in the KDT account. However, later on, they would be free to choose the amount, and there would be no compulsion in this regard.
